Shatter Magic is a skill that dispels every positive buff from the opposing party, including unusual ones such as Aurora Glow. Currently, all enemies that know this spell except for Belle will only cast this in response to your party members having either Lovely Barricade's 
Ailment Guard or Lunar Barricade's 
Ailment Defence in place.
Enemies that know this spell are typically non-primary opponents as part of boss fights. You should prioritize taking them out first so as not to interfere with keeping up your buffs.
The following enemies can cast Shatter Magic:
- Bane of Sanity (Third form)
- Belle
- Mindstinger
- Slime Witch
