Phantom Speed is a skill that places the user in a buffed state for three turns. While in this state the user gains 50% increased AGI and 25% increased EVA with 50% DEF reduction. These stat buffs/debuffs are not the same as standard STAT Up and STAT Down effects. While in this state the user will also hit twice when using their default attack.
At first glance, this skill does not appear too powerful. The key to this skill's true strength however lies in Wendy's weapon, the Umbrella Blade. This weapon makes it so that her default attack scales off of not just her ATK, but also her AGI stat, and in deed heavily favours the latter. This means that by default Wendy's default attack not too bad despite her deceptively low ATK stat. With the increased AGI from this skill along with the dual attack, this makes Wendy an actually threatening physical attacker. Given WEndy's DEF is already really low to start with, this doesn't actually lower it by that much more. Interestingly, this is the only move of Wendy's not shared with her boss fight.
