From version 0.4.7 on, you can simply enter the building. Unless you meant the Sealed Archives dungeon, in which case you need all 4 Cutie Knights and must talk to Melancia (the red slime girl at the desk), she will introduce herself and then if you talk to her again, she unlocks it. The entry is on the first upper floor, top-right (the metal ladder).
